THE FELONIES ACT – Council I – 1455

BOOK I: Rights of Defense

Article 1: Right to Defense Council

Whomsoever is accused of a crime in the County Palatine of Lancaster has the right to a Defense Council. They may either supply their own or request court to provide them with one.


Article 2: Right to Due Process

A. The defendant must be informed of their specific crime(s) under allegation through the first indictment made by the Public Prosecutor.

B. No person will be sentenced without first having a trial in county's court.

C. Every person has the right to appeal rulings of the county's court to the court of appeals.


BOOK II: Witchcraft

Whosoever dares to create more than one account will respond for the offence of witchery. Convict may be sentenced up to £1000 and/or up to 10 days in jail, and the possibility of death or eradication.


BOOK III: Fraud

Article1: Fraud - Class A

Whosoever attempts to or manipulates any market in the County Palatine of Lancaster, in any of the ways below, for their own purposes or attempts to destroy the economy of the County Palatine of Lancaster, is guilty of Fraud - Class A. The maximum punishment is a fine of up to 1.5 times the damage done plus £50 or up to 3 days in prison.

A. Creating a monopoly, which includes using any means to have exclusive control over availability of any product.

B. Abusing a monopoly, which is selling an item at more than 35% above the published average price (Lancaster AAP) except to transfer money between players.

C. Speculation, which is buying and selling goods on the same market with the intention to make a profit by having raised the market price. Exempt from this law are governmental grant holders and the Town Hall. Unless the mayor/county duke has instructed the governmental grant holders and the Town Hall are acting aganist the county.

D. Hoarding.

i. Hoarding which is defined as violation of declaration of shortage released by the county council or mayor with approval of the county council.

ii. Hoarding which is defined as purchasing more food for personal use than is needed for a week (7 days). This being 7 bread, fish or meat and 14 milk, vegetables, or fruit. And more than 20 of any other good without need unless otherwise gaining a written permission from a member of council and/or the Mayor.

E. Dumping, which is selling more than £75 worth of goods on a market where the goods are not produced at the location as the same market without mayor or trade minister's consent.


Article 2: Fraud - Class B

Tavern owners and organisers of lotteries and other individuals who fail to deliver advertised goods may be found guilty of Fraud – Class B. Sentences will include the cost of the undelivered goods and a fine at the discretion of the judge up to twice of the cost of the undelivered goods or £50 whichever is higher.


BOOK IV: Treason

Article 1: High Treason

High Treason is defined as any action against our King, our Country, or the County of Lancaster. This includes but is not limited to, overthrow or kill the king, elected official, the council; fight against in declared war by town, county, country; or supporting any who do so. Convict will be fined and/or jail, or exile, or up to death sentence.

Article 2: Murder

Whosoever takes away another person's life will be fined and/or jail, or exile, or up to death sentence.

Article 3: Exile

Whosoever who enters County Palatine of Lancaster while under exile will be fined and/or jail or up to death sentence.

BOOK V: Public Disorder

Article 1: Robbery

Whosoever take away a person or organization's possession or property by force will sentenced up to 3 days in prison and a fine of £500 plus the damage done.

Article 2: Attempted Robbery

Whosoever attempt robbery against a person or organization and fail will be sentenced up to 3 days in jail and a fine of £500.


BOOK VI: Slavery

The minimum wage is set solely by the county and shall be 16 pounds. The only exceptions shall be (i)the church, (ii)a written agreement or (iii)the mines. Written agreement must come before job is taken and must be posted in the County Inn. Whosoever hires bellow the minimum wage is guilty of Slavery and will be sentenced up to £50 fine and having to give a trust point to the victim.


BOOK VII: Betrayal

Article 1: Abuse of Power

A: Any elected or appointed official who take advantage of their office for personal gain or grossly neglect their duties will be sentenced up to 3 days in jail or a fine equal to the damage done, plus £100 and removal from office.

B: Any Mayor or Council member who is convicted of a crime during their time in office is obligated to resign. They will be deprived of all privileges of the office. If they continue to hold the office, any action including revolts may be arranged to remove them. Continuing to hold the office after being convicted would be treason.

C: Any Lancaster County Councillor may be judged no longer fit to hold office and be directed to resign from the Lancaster County Council by the approval of 11 Lancaster County Councillors.

i. Said councillor shall be directed to resign as soon as possible. Any actions taken by the said councillor in an official capacity after he has been directed to resign will be considered null and void, unless the council has directed such action prior.

ii. The council may forcibly remove a councillor who is unwilling or unable to resign by appealing to the King.

iii. Councillors who retain office after being directed to resign may be tried under section A of this code in addition to other claims against them.

Article 2: Breach of Contract

Whosoever takes a grant of reduced price items, subsidy, or loan from a town or other person for an agreed service or goods and fails to perform said duty or deliver said goods is guilty of Breach of Contract. Sentence will include the cost of undelivered goods or service, plus repayment of initial investment, and a fine at the discretion of the judge up to twice of the cost of undelivered goods or service, or £500 whichever is higher and 1 day in jail.
